Why we use "Product catalog"? Is there any connections between Product catalog and Base items?

Product catalog is a catalog of device models that are available to users for ordering. More details are available in the following URL:
Did you mean to ask how configuration items are connected with product catalog? The field 'Model ID' used in CI classes has a reference to the product model (cmdb_model) table. The published models from cmdb_model table are the ones which will be available in the product catalog.

There is a service catalog for ordering the assets then why do we need a product catalog? What is the motto behind it? Please explain... Having confusion on "Service Catalog, Product Catalog, Base items, and Asset management. Are there different departments for all?

Service Catalog is higher level, and generally more often the end-user facing request. If I'm an end user and I want to order a "Standard Laptop" then I will go to the Service Catalog and request that. If I am in the fulfillment team I may want to use the Product Catalog in the back office to order specific models of laptops that can then be pulled/transferred from stock of procured from a vendor if needed. End users aren't going to do the ordering of hardware and software from your vendors, so generally the product catalog is more of a back office function. I have seen exceptions to this which allow end-users to directly access the product catalog, but this requires a lot more configuration and process management, and usually a bit of customization, to make it work that way and provide a managed end-to-end request and fulfillment process.
