As an IT Operations Manager, I want a Service Portal dashboard displaying real-time infrastructure/application statuses (green/yellow/red) and a self-service form for users to report outages, so that teams can quickly resolve issues and communicate proactively with stakeholders.
I want to create below dashboards on Service Portal under status page
- Displays Business Services, Applications, and CIs with statuses: 
- Green: Operational (no active outages) 
- Yellow: Planned maintenance (linked to `cmdb_ci_outage` records) 
- Red: Unplanned outage (linked to active incidents) 
- Includes contact links for relevant support groups (e.g., Network Team, Database Admins).
