The intent is to keep a certain subset of users from seeing a taxonomy temporarily, similar to excluding a user group from seeing a knowledge base.

Hi
There is only Taxonomy used for Employee Center and you cannot make to hidden for specific users!!
What you can do is making sure what could be visible inside taxonomy like HR,IT,...
Now, coming to your actual questions about what user see, that is controlled from a catalog items by using HR Criteria in "Available for" or " Not Available for" tab.

The taxonomy only displays in your header when there is content (quick link, KB or catalog item) and then in order for any of these items to not display for a subset of users, you modify the actual item, say a catalog item, and you do that using the "Available For" and "Not Available For" property. Not sure if there is another way.

Hi Jill, Pls check the taxonomy contributor which is linked to user criteria but it's more of admin/maintenance stuff, from end user perspective underlying Items and KBA link to topics will show and hide based upon their underlying base level criteria. For a better user experience perspective, limit too many shows and hide and keep visibility at granular items/KBA level rather than topic level.
