When you navigate to a topic in Employee Center, it shows 12 items with a button to show more. Is there any setting to change how many are shown by default?

That put me on the right track, Mark. Everything I tried told me that setting was locked due to the protection policy, but I was eventually able to get it via Service Portal Configuration > Designer > emp_taxonomy_topic>Topic content widget. That gave me the options for 12 or 24, which is good enough.

Just have a look at the widget instance options. The default is set there, which you can change.
