does user need license for this?

hello everyone,

in my approvals widget, i want user (approver) to be forced to enter a comment before rejecting. and i want this comment to be saved in a specific field of that record.  

what i want to know is, can the approver do this without a license?

If using ServiceNow approval flow, a user would need a license to approve. A user without a license can enter a comment but would not be able to approve.

In your case, the approver should already have a license to approve the submission regardless of whether the approver is required to enter a comment or not.
