Top Right options are not loading for a user on portal

For one user top right options on the portal are not showing up as shown in attachment 1

its showing up as below for this specific user with no top right options.

We have tried starting a new browser, cleared caches but the problem persist on Edge and Chrome. 

Note : This is on user's machine, if I impersonate , everything looks normal as expected. Anyone came across a similar issue? Please help. Thanks

Are there any errors you see on the users browser's console?

Browser versions could be different

Ask the user to try from another machine and log i  on that machine's browser, if possible
