can't import content library in the product model table

hello,

I need to import some non-discoverable CIs into the CMDB and create Assets out of them. For that I'll need to import the product models along with the CI data. When I was preparing the Import set, I noticed that the existing models in my instance are scarce (for example we have just 35 Cisco hardware product models). So, I need to import all product models from the Content Library. The problem is that export function is not working properly (I guess). When I navigate to Manage Hardware Library module, I get interceptor with 2 choices: 1) Import Hardware Library conent file & 2) Content Service Opt-in: Hardware Normalization Content. When I choose the 2nd, I get a form, saying: Select "Run export": Once status is updated to "Ready for Download". refresh the page and download attached file. The problem is after I start the export, it goes infinitely. Don't know exactly how long it should take, but let's say after 15-20mins, I assume it's completed, and hit "refresh". Then I get some zip file attached (HAM_Normalization_Content_2024_{date/time}), which size is very small, some bytes. When I try to import it, using the 1st option, I got error, saying the file is not valid. What did I execute wrong?
