What are the possible scenarios where CI(for End User Assets) are not scanned in 90 days?

Following are some possible scenarios:
1. The user is now using the device from a network which is not discoverable due to some reason (e.g. it is inside a DMZ network or at a home network which is not discoverable)
2. The device is no longer used by anyone. For example, it may have gone back to stock and is now lying in the stockroom. If the device status is indicating otherwise in ServiceNow, it is because the asset lifecycle management is not being done properly for all devices.
3. The device is no longer with the organization. This can happen due to the following 2 reasons:
i) Asset is retired. If the device status is indicating otherwise, the asset retirement & disposal processes are not managed properly.
ii) Asset is missing. i.e. It is lost or misplaced by either the user or the asset inventory management team (depending on whether it was in use or in stock). This can also happen if the asset got stolen. If the asset states are not indicating the same in ServiceNow, then the lost & stolen process for assets is not being done properly.
