What to analyze when creating a new COE?

All, 

I am looking for guidance / advice as to what items / implications to think through when establishing / creating a new Center Of Excellence / COE table.

@BLaranga in addition to what @atherakhtar provided there are reference fields that will only allow display of tables extended from HR Case. An example will be the COE Security Policy only allows the tables extended from HR Case to be selected in the field. If you are going to make COE Security policies for your custom COE keep this in mind.
