Create Outgae button on Service operation workspace for incident outages related list

Hello All,
I want only major incident managers to have the ability of creating outage.
We do not want to adhere/change the oob acls also i found one create outage button on so in incident records outages related record.
I want to know where is this button coming from and i want to see the configurations.
I found some task based buttons but i do not think those are the button .
I deactivated the task create outage button but still this button is visible on the form so i want to know where is this button configuration present.

I was able to find it under Related List Actions

You can edit and add condition for gs.hasRole('yourRole') in the script condition field
