How to Convert Incident into Knowledge base?

Hi,
Can someone please help me how to convert or add specific incident into knowledge base?
I am wondering what Knowledge check box is meant for? (Under Closure information tab) Please help me to understand the uses of it.

Sorry for bit late. I was checking for version with my team. So it's Geneva.
And i hope we have not setup any business rule for KB. Not so sure!
It would be good if you can help me to setup if required?

It is an out of box business rule. Search in business rule for name "Incident Create Knowledge" and see if you have that in there?

you could either get rid of the data policy, else add a line in the business rule to assign a default kbase
