Saving Normal Change Records as Templates

I am revisiting Change Management at my current site and was telling everybody that it is possible to create a template from a normal change record. In previous sites I have just right click on the toolbar and 'save as Template' is on the drop down. This does not appear to be in this environment. Is there something that needs to be enabled?

That's been gone since Geneva(?) days. Replaced with the 3 dots to enable the Template Bar at the bottom of the form. This will only make a template of the Change Request, no Tasks but those would come from the Workflow.

A better option might be to enable Copy Change?
