I would say that members of the watch list is pretty my the same as they were the caller. Get the same notifications etc.

Work notes lists is more of those that want to "watch" over work notes.. if a new work notes is saved, they get a notification about it.

But then again you can define you notification how you want them as well.

watch list may responsible for the incident/task who are responsible, if any subscription notifications return on them they can be notified if any update happen on them.

worknotes list responsible for internal communication purpose, if you add any comments.

Hi, I am no expert but it's actually pretty straight forward.

Work notes list is the list of people to whom you want to receive notifications when there is an update in work notes thread, basically these are the people working on that very issue.

Watch list is the list of people like caller or other user who might like to know about  any update or progress with the task. They will receive notifications but not related to work notes but additional comments and also if the task were to resolved.
