XMatters vs Twilio What is best for Major incident Management notifications

We are planning to implement a solution to handle communication (SMS and voice) during major incidents I am looking Xmatters and Twilio as options, has anyone worked on similar solutions before,
What is best between Xmatters and Twilio in terms of cost and fit for use?
Are there any other products that I can consider to accomplish this?

Full disclosure, I work for xMatters, but I wanted to chime in and give you some pointers.
When using Twilio, you do get voice and sms, and I believe you can use the ServiceNow app to get push notifications.
When using xMatters with ServiceNow, you have access to an entire platform of features. Notably, one place in which to enter your device escalations, a native and intuitive interface for entering escalations and shifts and the ability to integrate people into the workflows your business needs to stay ahead. We call this toolchain integrations. Here's a video we recently put together. Note that you can swap out any of these tools with the corresponding tools you have. So if you are more on the HipChat side than the Slack side, then we can work with that as well.
