Can we customize Now Assist Panel welcome message like adding a new AI disclaimer or some other message.

No, based on my understanding, that’s not correct. VA and the new Assist are two different features and follow different configurations.

I doubt we can change it—it might be set somewhere in the configuration or included as part of the system.
