Now Assist Panel is showing a blank

Hello All - Recently we have upgraded our instance and we see now Assist panel is blank and not displaying any text or skills. any help is highly appreciated

Where to find this plugin , as im not getting it in plugins store in cleints dev environment. Do we need to purchase it ?
