Reporting Challenge - Application CI Ownership Report by reporting structure (Management Level)

Hello Community, 

I am hoping that someone can help lead me in the right direction here.  I hope that I can explain it adequately enough to be able to get someone to assist me.  I am not sure if this is something that can be easily done in traditional ServiceNow Reporting, or if it is something that I need to use Performance Analytics or scripting for.  Let me explain what I have now, and what the issue is, so you can better understand. 

I have a listing of Application CIs (600+) of them.  On each CI, we have the following fields:  Tech Owner, Tech VP, Tech SVP, Tech EVP.  My leadership team wanted a report showing Ownership at each level, so I created a simple report, bar chart, showing active Applications that are not retired and I grouped it by Tech EVP.Name.  Ok, looks good so far.  I then did a drill down then for each of the other fields.  Tech SPV, Tech VP, Tech Owner. Simple enough, right?  Well part of the problem leadership is having is say there is a SVP, but no VP, there is then a column of (empty), and they don't like to see "(empty)".  Then the other issue they are coming up with is that they want to see it in True Reporting structure, as this does not necessarily give true reporting structure.  For example, if the drilldown is SVP > VP > Tech Owner... The Tech owner can be a Manager, Sr. Manager, a director, etc.  So what they want to see is how many apps the EVP Owns, and then how many their directs own (SVP) and then how many their directs own (VPs), then how many their directs own (directors), and then their directs, etc. hope this helps explain what I am needing enough for you to help me.
