How does the license procured from vendor gets allocated to the user ?

When we request for a software , if we dont have enough licenses we procure them from vendor , whenever we procure them , it creates a record in alm_license table , but it doesnt gets allocated to the user/ device ,
if we go by OOB Procurement -software workflow after this it creates two tasks
1.For Field services team (Configure hardware /software and test system for initial bootup)
2.For Field services team (Deliver to customer)
here my question is how does the procured license gets allocated to the person who has requested it ?
does the guy working on sc-task has the access for PO order record ?
if not how does he will get the info about the license that the procurement team has purchased and how he will allocate it ?

Hi @kiran kumar m1,
could you please check if a second "Sourcing Request" was created?
The sourcing request form is the default way to allocate users/devices to entitlements during catalog item requets
