'New' button missing in the form modal in SOW

Hi, I am new to SOW and I wonder how to manage UI Actions here. In the UI16 view, the reference field has the 'New' button, however, when you try to open it in SOW, it does not show up.

please provide functional flow context via screenshot may be, I am not able to understand from where we are opening this modal

Steps:

- Open a Problem ticket in SOW

- Under Analysis, a reference field 'Primary Known Error article' should be called available.

- If the field is not visible, need to activate the plugin Problem Management Best Practice — Madrid (com.snc.best_practice.problem.madrid''
