UI Builder: Rename "Activity Stream Compose" tabs (Work notes / Comments / Email)

Is there a way to rename the Work notes / Comments / Email labels in the activity_stream_compose component from UI Builder? 

(from System UI > Messages, it is possible to change the “Email” label, but this approach is too aggressive since it changes the label globally across the entire instance).

I believe it's hard-coded at platform level and we can't alter that

Navigate to sys_ui_message and renaming there - approach is recommended by ServiceNow.

Using that approach (System UI > Messages), it is possible to modify the “Email” label, but it seems overly aggressive since it affects the entire instance. I also tried creating the message scoped to the “Service Operations Workspace core” application, but it doesn’t work either (I assume the OOB message defined under the Global application takes precedence).

Note: On a related point, I tested the KB instructions on my PDI (Zurich version) to modify the “Work notes” label, and interestingly, it doesn’t work in my case.
