Wondering if it is possible to have a p1 broadcast notification update the announcement banner on the portal

You can have two announcements.  You could also turn off the standard announcement during the P1 Incident and then restore it when the P1 is done.

yes but they just wanted to automate to save the step of manually updating the announcement.

they want the text of the p1 update to update the text on the announcement

Rather than change the text on the current Announcement message, I would create a new P1 specific announcement message and update that.  As Saurav suggested, control that message (on/off and text) with a Business Rule.    Or, create a new Announcement for each new P1 Incident.  You could edit the standard announcement, but you would have to have a way of capturing that message and restoring it when the P1 Incident is over.

the process they do now is during a major incident they create a p1 notification that goes out out and they also create an announcement for the portal.

every 30 min they do a p1 notification update on the incident which they also need to do on the portal announcement

so there goal is to try to automate the portal announcement so they only need to do updates in 1 location (pi broadcast) to save time

I think I haven't been clear, when I have been saying "create a P1 Announcement", I mean with a business rule (or flow) just as Saurav stated.    I might, in fact, try to use a flow do this, triggered by the P1 Major Incident.  I'm not familiar with Major Incidents or P1 Notifications to add any more.  Good luck.
