Wondering if it is possible to have a p1 broadcast notification update the announcement banner on the portal

You can have two announcements.  You could also turn off the standard announcement during the P1 Incident and then restore it when the P1 is done.

when we have a major incident our incident management sends out a P1 broadcast notification to the business  and also create an announcement on the service portal for all users. they would like updates to the p1 notification to automatically update the portal announcement to save time

Yes you can do it, you just need to update the write an on after business rule on incident that whenever text changes on the Incident it will change the text on the Announcement form.

Gary, can't you just write a new record to the Announcement table?
