Guided tours call outs are not visible

I'm working on creating guided tours. But when I want do drag and drop call outs. The call outs are not visible to me. Its just an empty bar.

What do I need to do to get these back?

1. are you able to preview the tours? is it a new tour or existing one?

I'm also not able to create a new guided tour.

And in this example I wanted to edit an existing one.

Hey Alberto,

I'm currently working in Madrid.

I tried workaround 1, sadly it didn't work.

workaround 2 is not quite what I want. I would like to have the drag and drop back.
