Localization - Catalog Item translation

Hello
We are trying to translate many catalog items used for HRSD HR Services. I followed the following steps and find all language are disabled after clicking "Request Translation" button.
Request translations for a Service Catalog item (servicenow.com)
I really like to find out how to enable each language.

Hi,
Please see this thread and the reply from Alex (you'll have to scroll down some). @Allen Andreas, indeed it's missing a "settings" entry either for that specific "artifact" or all to guide the Framework what to do with what languages,

Hi Alex,
I have watched your amazing video -Platform Academy #30 - February 16, 2023 - Introduction to Platform Internationalization. It is great. My question is how you configured to have a "Translation" button on Service Portal record below?
