Catalogs allow grouping of catalog items based on target user base. A catalog is where Items are held (Maintain Items).

Please find the response below:
Service Catalog application, create service catalogs that provide your customers with self-service opportunities.
Administrators and catalog administrators, users with the catalog_admin role, can use the Service Catalog application to define service catalog content and layout.
When you click on Catalogs, it will display the broader catalog under which you are planning to place your category and then catalog items.
Like for example Service Catalog, technical Catalog.
Hierarchy is as below:
Catalog --> Category->Catalog Item-->Variables.
Where as Catalog module refers to the list of items added to the Service Catalog as an entity as shown below.
This module will not show or list down category or catalog items added to any other type of catalog like Technical catalog or any custom one, it will just show up for Service Catalog type.
