Mailto. email template query

I'm attempting to use the mailto. email approval for 3 x different approval options and 1 x reject, but the workflow defaults to the same option no matter which of the 3 x approval options are selected. Any help or pointers would be much appreciated

best way to have a request available to external users

I want to have a link on an external site so users can submit a request. What is a better way to do this? IS a custom application right way or catalog item? We dont want users logging in to servicenow so wondering what would be a better solution.
