I want to configure quick link for Employee Center Portal. We have Norwegian users and English users. Based on their language it should take them to different links. Link is configured in sn_ex_sp_external_link table. How can I achieve this?

Create two Quick Link records, each with its own External Link. Then use "Available for" related list on the Quick Link form to configure who can see which Quick Link (based on the language in the user profile). For that, you will need to configure the corresponding User Criteria first (which you will use in the "Available for" list).
