Unable to align a CI to an existing Asset that does not have a CI

We are having issues with regards to attaching a CI to a Asset
The asset has been in our platform for quite sometime but for some reason doesn't have a CI aligned to it and I wasn't around when this was originally installed.
Our service providers are struggling to fix this - this is the latest
Like you suggested, we tried to change the model category to a more broad category, Handheld device. This is blocked on the asset after creation.
We found a business rule that blocks the change of the model category for the Tacho hardware. We deactivated it and changed the model category.
Unfortunately, even though this changed the category to Handheld device, it did not change the assets linked under the category.
There may be a chance to export all Tacho devices, change the model category to Handheld device and import them back in after deleting them.
Does anyone know why the asset would not allow a CI to be aligned or what the process is to assign a CI ?
Or is this something that is not possible if an asset has been created without a CI aligned at first install ?

Can you please share inputs for the following questions? Based on that, let me check if I can find the reason.
1. What is the original model category for that asset before you attempted any changes?
2. What is the CI class of the CI which you are trying to link with the asset? Also what is the 'Model ID' of that CI?
