HRSD License usage is based on the count of active users in the HR profile table. so the OOTB functionality that HR Profiles getting created when user visits HR Portal for the first time be part of this license usage?

It's a question for your account team, but the latest wording from ServiceNow on the "HR User" model is:
An HR User is defined as any active User in the ServiceNow HR Profile table that is within their employment start and end date, including full-time employees, part-time employees, contractors, and contingent workers. Customer may grant applicants and alumni that are outside of their employment start and end date the right to access <HR Package> as Users and these Users do not require an HR User subscription.

So then I wonder what your response would be considered then?
That being said, I totally understand what you are getting at, as some responses are completely ridiculous as well as a waste of time and space. Especially ones that add nothing to a conversation a long time after the original post. I had to think twice about responding here and starting something, but someone basically saying "yep, listen to Kieran" is not the end of the world.
It happens sometimes that I'm working on a response to a question when someone "beats" me to clicking the "Reply" button, I'll just change my response and say "yep, what he said". It can actually add some weight or "value" to the previous response.
So remember, it's a community, be nice.
