Filter is not visible in any table

Filters  are not visible after adding any conditions in any table. However when clicked in filter icon it shows the condition but without that it shows blank even if there are filter conditions. attached screenshot

MID Server showing Down/Validating

My MID server is showing Down/validating under MID Servers, but when I log onto the server the MID server service is running.  Can anyone explain what is going on or point me to a reference?  Thx!  I have attached screen shots if needed.
