Resolved! Multiple decisions in a Change Approval policy create multiple group approvals as expected. But when one group approves, it sets all the other groups to "No longer required". Why?

I've created multiple decisions in my Normal Change Approval policy.  They are triggered correctly.  But when one group approves, all the other groups are set to "No longer required", and then the workflow continues.  What am I missing?
