Update Sets and Service Portal

I am having issues with the service portal.
I created a service portal in the DEV instance. I did so through the designer. None of the changes I did are showing up in the Update Set, which I expect. We were taught in training that the Service Portal does not migrate through the update set. The question I have is, how do you move the service portal between instances? Am I missing something?

Allen A, and bricast... I appreciate your help. I do like the responses I get from this community :). I think I figured it out. When we first started, granted it was only 2 months ago, we all forgot our training and used the base update set. Once we got reminded of update sets, we have to pull everything out of "default". In doing so, I think we may have deleted the original change in the update set. That would be why it was not showing up. Thanks once again! Its appreciated.

Ah yea, if you end up seeing that you forgot to mark an update set as current and they all fall to default, you can right-click on the breadcrumb down in the list for the default update set and show in new window, then from there you can move them to another update set. Glad you got it figured out though!

I did, and the initial things I did through the designer are not there.
