Conflict with Custom Closure fields and Mandatory Policies

Hello,
I am posting because I encounter an issue with some custom fields in the Closure Information and I need some advice to solve this conflict.
I have two custom fields "Closure Category" and "Root Cause" which are added in the Closure Information and they are Mandatory. There is two UI Policies and one Data Policy configured to make those fields Mandatory if the state of the incident is resolved.

I need to make those fields not Mandatory if the Parent Incident is fulfilled and be able to pass the state Resolved to Closed but the fields are still mandatory even after adding the condition Parent Incident is empty. I don't know what to do more to fix that..
