Resolved! Static Message Not an Announcement

Hi Is there a way of putting a temporary static message on the User Portal just above the  Welcome to our Portal, (Name) That is NOT an Announcement ? We want to put a temporary message up but not at the top as it can get lost in the announcements 

How to set date/time field for weekdays only
