As of the moment, Background scripts do not support running a script in the scope of an installed application (e.g. Human Resources: Core).
Does ServiceNow have any plans to change this?
Background scripts is a great way to develop a script without creating any unwanted records or having to create an update set just to be able to throw away work that you don't really need.

Hi Dave,
yes you are right at the moment servicenow only allows running background scripts in admin created scoped applications.
As an alternative, you can create and execute a fix script to achieve your requirements.
No information yet on when Servicenow will allow this in an installed application.
Btw, you can submit idea on Idea Portal.
Please mark this helpful/correct, if applicable.
