Stakeholders from multiple portfolios

As we know stakeholders are added to a demand based on the demands portfolio.   In my organization we have a group of "foundational stakeholders' that will be reviewing every demand.   This is in addition to the stakeholders on the demands functional portfolio.  

Ultimately when a demand is created I would like it to add the stakeholders from the functional portolio and add the stakeholders from the "foundational stakeholder" portfolio.  

Option 1 would be to modify demands to allow a demand to be apart of multiple portfolios (the wiki claims this is possible but it isnt condigured this way OOB)

Option 2 Create a business rule that would add the 'foundational stakeholders' to the demand upon update/save

Option 3 Manually create duplicate stake holder entries for each foundational stakeholder in each functional portfolio.

Anyone run into this before?   What is your reccomendation?   If its option 2 what would a advanced business rule look like.   I am not to strong on coding...

OOB demand can only be associated to only one portfolio. I would suggest option 2 to create a business rule on demand insert/update to auto-insert foundational stakeholders to every demand.

Why not add these stakeholders to every portfolio? (or is that what you meant by option 3?)
