How to configure 2  OR conditions for activity set to be triggered :

 

Trigger "Pre- Onboarding" (2nd activity set) to be triggered when

 1. All activities in Initiate Onboarding (1st activity set) completed  "OR"

2.  Three days after Initiate Onboarding (1st activity set) was triggered.

There is a Trigger type of "Combination" on the Activity Set.  Have you tried this yet?
