User requesting Content Management Access for Dashboard Widgets

I'm lacking in access to certain elements on the dashboard, such as new IFRAME and Static HTML. He emphasized the importance of these features for adding explanatory text or links to tabs and isolating results by checking a single country. These elements fall under Content Management, requiring "content_admin" or admin privileges.

based on my understanding, the "content_admin" role appears to grant the necessary permissions for utilizing these widgets on the dashboard. However, I want to verify if another role, aside from "content_admin," can fulfill the requirements. Additionally, if "content_admin" is the only suitable role, it would be beneficial to determine the extent of access it provides to the user.

and report_admin is a no-no. This gives him permission over ALL reports, So I don't want to give this

Please see the knowledge documentation here: https://support.servicenow.com/kb?id=kb_article_view&sysparm_article=KB0780813 As stated, user need to have either admin or content_admin to create and manage content blocks. As you should not give admin, then content_admin is the right role to give. 

Report roles doesn't give access to any content block related activities, hence this role should not be added.
