How is Windows Server Datacenter VM's license calculated which is linked to a ESX host

Hello all,
I am trying to understand the License calculation for Windows server 2019 Data center.
There are about 24 VM's connected to 1 ESX Host (Each VM has about 4 CPU and 1 core)
After reconciliation i can see as per the calculations, ESX Host consumes only 32 licenses.
My query is if there are 24 VM's associated to the 1 ESX Host then how come ServiceNow has calculated only 32 licenses to that host?
Can anyone please explain me this calculation? Or how the ESX - VM's licenses are calculated for Windows server licensing?
Any quick is very much appreciated.

How many cores are on the ESX host?

- Calculate number of processor core pairs are on you host server (lets call it C)
- Calculate how many VM's you would like to have/run (lets call it V)
- Multiply together to amount of license pack you need to buy for running VM's in windows server standard edition
For Standard Edition -
(C/2 (rounded up))* (VM/2 (rounded up))
Datacenter edition-
(C/2 (rounded up))*1
