How to set User Preference for Timezone for bulk user?

Only ITIL and Admin users are able to select the timezone from preferences. How to set timezone for rest required users ? Is there any way to create a record on User Preferences table for this requirement?

Resolved! Can we remove some/certain emojis from virtual agent/agent chat
