Gliderecord order sequence matter?

Hi Team,While we move orderByDesc to below the orderBy we are getting correct data. However, with the given screenshot, we did not get the correct data so, does this sequence of orderBy matter? if yes, can anyone provide me with some references?

Attach file before request is created

We have one task: For specific catalog items, before request is submitted we have to attach one file (based on the values selected while submitting) to the RITM. How can we achieve this requirement.
