Is it possible to upgrade the tinyMCE text editor to version 4.3 in ServiceNow (Helsinki version)?

Hi Charles,
The editor is part of the platform. While you can modify it...
Modifying HTML Fields - ServiceNow Wiki
the upgrade is part of the platform upgrade process. If there is something you feel you require, I invite you to open an enhancement request (perhaps even request the ability to upgrade the editor or use a different editor aside from the platform?)

I tried to file an enhancement request and it requires a different user account.
I'm not a developer, I'm just a tester.

If you do not have a HI account and need one you can ask your ServiceNow admin (or company contact) to create you an account there

Hi Charles,
I don't think so. The latest version is 4 if you are using UI16 or UI15 interface.
