Setting "Assigned to" to on call person via Flow Designer

Is there a way to set the "Assigned to" person to be the person on call when a request is submitted via catalog item?  I've created a catalog item and an associated flow to set the correct assignment group, but whenever the sctask is created it does not assign the on-call person like it does with an incident.  Trying to figure out the best way to accomplish this.
