Widget Scope issue - Standard Ticket Action

I've built a custom app (custom scope), and configured a new Widget to apply it to the Standard Ticket configuration record under the Action widget field.
No matter what I've tried, the widget does not show. After some troubleshooting, it most certainly appears to be a scope issue. This was confirmed by populating Action widget with a custom Global scoped simple widget, which worked. Then cloning that simple widget in the new custom scope, and it immediately doesn't show.

 

There are other scoped apps with widgets that work with this Action widget functionality. I've cross checked the Cross Scope table to try and identify what might be missing. I noted a missing piece potentially impacting, and added it; "Glide API: TranslationLoader". No change in the issue.

Any advice?
