How to disable SSO for certain users, so that we can require Multi-factor Authentication from them?

All users in our instance must login to access it, and all users must exist in our Active Directory (LDAP integration).
Right now all of our users are logged in through SSO SAML.
Most users don't have any roles and should be logged in through SSO.
But we would like to require MFA for certain users (possibly those with certain roles).
As I understand you cannot have both SSO and Multi-factor Authentication (MFA) in ServiceNow.
Is there a way to set up SSO, so that it is only enabled for some users, and still require manual login (and MFA) for others?
And if so, how?
