Hi,
If user is trying to see the notifications from system settings, no notification are available to the user.
Please find the attachment for reference.
If anyone is having any idea, please provide the suggestions to resolve this issue.
Could anyone please suggest what are the things i need to check in the servicenow.

Hi Sriram,
From your above screenshot, I am assuming that suppose you have created Notifications for, lets take an example of Incident.
If you want to see, which Notification of Incident that user is able to see, then scroll down in your User Preference > Notification by category > IT Service Management. Here, you will be able to see all Notifications of ITSM module (which includes, Incident, Problem, Change, etc).

they will only see notification that they have received.

Hi Sriram,
As far as I know, NO, there isn't any role as such.
If you want to restrict all Notifications for that user, then you set Notification field as Disable for that user.
OR
If you want to restrict some set of Notifications for a user, then you go to User Preference > IT Service Management. You will get list of all Notifications created, just uncheck the Notification from there and the user won't get that Notification. Please find attached:
For ex: Incident Closed:
Click on that, and uncheck Primary Email & ServiceNow Mobile application as below:
So, Incident Closure Notification (only) won't be sent to that user.
