Possible to utilize Learning and Skill system for customer contacts?

We have this use case where we want to manage users certificates in different types of skills. 
And we also want to use this in conjunction with FSM where we want to make sure a customer contact has the necessary certificate and skill to be able to perform a specific set of tasks. 

Having looked into the Learning application and Skill Management it seems like this is primarily build for Employees. 
But can it also be used to connect to a customer contact?
