An AI system is a type of computer program designed for performing tasks that typically require human intelligence, such as learning the language, deciding, or recognizing images. Unlike traditional software that operates based on set rules, AI systems learn from data, adapt their actions, and can decide on their own.

Tools are considered attributes of an AI system or sub AI system. They aren’t tracked as separate AI assets in the inventory and don’t have a lifecycle managed by the AI Control Tower for governance or value assessment. The concept of Tools is relevant for agentic AI use cases, where they’re linked to AI systems during discovery, often through cloud platforms like Azure Foundry, AWS, or internal discovery processes.
AI Control Tower helps identify and track all AI systems in an organization, including how they’re connected. This supports AI risk assessments and audits.
