Is Service Now ITIL compliant out of the box? Do we need to tweak it to be compliant? Thanks.

ITIL is a collection of best practices. ServiceNow is build on the principles of ITIL.
Do know that ITIL isn't something you 'implement'.

Yes, SN is ITIL compliant. You can tweak if required but prefer to OOTB only.
