Reactivate OOB flow 'Step based request fulfillment'

I have deactiavated the OOB flow 'Step based request fulfillment' and now I want to reactivate it. But the activate button is greyed out. Any idea how do I reactivate OOB flows ?

Mate, Seems there is no way to activate this again. If it is client instance, log a HI support to fix it.
